In 2005, Friends of Harbors, Beaches and Parks coordinated a coalition of environmental groups to negotiate a comprehensive mitigation program for the Orange County Transportation Authority (OCTA), as it considered renewing its 1/2-cent sales tax measure called Measure M. Per Supervisor Lisa Bartlett’s Fifth District E-Newsletter: “The Transportation Corridor Agencies (TCA) and Caltrans are proposing to build a direct, median-to-median, tolled connector to link the northbound 241 Toll Road and eastbound 91 Express Lanes and to link the westbound 91 Express Lanes to the southbound 241 Toll Road. Esperanza Hills Moving Forward

The Orange County Subdivision Commission recommended approval of the changes to the Vesting Tentative Tract Map for the proposed Esperanza Hills project. Residents sued the County of Orange and developer in July 2015. In late June 2016, the court ruled that the project’s Greenhouse Gas analysis was inadequate and it’s mitigation was deferred.
