In 2011 The Orange County Transportation Authority (OCTA) purchased the Hayashi property in Brea’s Carbon Canyon. It lies adjacent to Chino Hills State Park at the juncture of Soquel and Carbon Creeks. The land was purchased as mitigation for OCTA’s freeway projects. It is one of seven preserves recently renamed through a voting contest offered by OCTA. Orange County Superior Court Judge Claster ruled in favor of residents and environmental groups fighting a dangerous hillside development (Esperanza Hills) next to Chino Hills State Park above Yorba Linda. He ordered that all project approvals be revoked and the Environmental Impact Report to be rewritten. He also gave the County a deadline (of mid-July) for complying with the order.
